Briefings
The Portuguese government's consolidated spending for the State Reform program dropped to under half of the previous year's budget due to the end of the Recovery and Resilience Plan. While total spending fell by 57%, the direct budget share increased as the state assumed more financing responsibilities. Excluding the PRR, spending rose by 103% to 96.8 million euros, with investment weight rising from 19.7% to 24.1% of total spending. Revenue shifted from 43.8% to 35.3% from transfers and taxes, while own revenues remained at 19%. The program's main focus remains on digital infrastructure and public service improvement.
Key points
- The consolidated spending for the State Reform program dropped to 107.6 million euros in 2027, representing a 57% decrease from the 250.3 million euros planned for the previous year.
- Excluding the Recovery and Resilience Plan, spending rose to 96.8 million euros in 2027, an increase of 103%, with investment weight rising from 19.7% to 24.1% of total spending.
Context
This briefing covers the 2027 budget for the State Reform program in Portugal, where the Consolidated Spending dropped significantly due to the end of the Recovery and Resilience Plan. The shift in financing responsibilities means the state now bears more of the program's costs, with revenue shifting from transfers to taxes and own revenues. The program focuses on digital infrastructure and public service improvement.
Limitations
Data is limited to 2026 and 2027 budget figures. The 103% increase in spending is a forecast based on the end of the PRR, not a realized outcome. Specific project details like the Cloud Soberana initiative are mentioned but lack detailed funding amounts. The report does not include data beyond 2027.
