Briefings

A proposed government budget for next year increases compensation to local authorities by 2.8% for functions in health, education, culture, and social action. However, the funding for decentralization remains 10% below the 2.9% inflation target for 2026, with the social sector growing only 2.4% while health and education match inflation. The cultural sector shows the highest relative growth at 4.2%, though absolute increases remain small. Local leaders argue that current transfers are insufficient to cover delegated competencies, calling for a government correction to prevent accumulating deficits.

Key points

• The proposed budget increases compensation to local authorities by 2.8% for functions in health, education, culture, and social action.
• The funding for decentralization remains 10% below the 2.9% inflation target for 2026, with the social sector growing only 2.4% while health and education match inflation.

Context

This finding addresses a public debate over whether local authorities are adequately compensated for delegated competencies. The discrepancy between the proposed 2.8% and the 2.9% inflation target highlights potential financial imbalances in the decentralization system.

Limitations

Evidence covers only the proposed budget and related statements from local leaders. No data on actual compensation levels, historical deficits, or future forecasts is provided. The 2.9% inflation target is an estimate, not a confirmed figure.
