Briefings
The Portuguese government plans to transfer property management rights from the IHRU to municipalities or local entities in Lisbon's Quinta da Paíanha area, allowing housing units to be sold or rented at affordable prices. This proposal, included in the 2027 State Budget, aims to increase housing supply by enabling the IGFSS to transfer non-social housing assets to the IHRU after two years, subject to affordable rental regimes. The initiative follows previous efforts under the Luís Montenegro government to release public housing for affordable markets.
Key points
- The IHRU will manage properties in Quinta da Paíanha, specifically urbanizations near Dr. Mário Madeira and Santa Maria, with transfer rights granted to municipalities or local organizations.
- Housing units transferred under this regime must be rented at affordable prices through supported rental schemes or accessible rental programs, with demolition permitted only if residents' housing is guaranteed.
Context
This policy follows the 2025 State Budget which already established measures to flexibly transfer public property to entities committed to revitalizing the housing market. The initiative builds on the Luís Montenegro government's previous 'Construir Portugal' programs designed to release public housing for affordable markets.
Limitations
Evidence covers only the 2027 State Budget proposal and mentions the 2025 Budget as prior context. Specific property details, exact transfer dates, and future implementation timelines are not provided. The evidence does not specify which municipalities or local entities will receive the properties, nor does it confirm the current status of any specific properties in Quinta da Paíanha.
