Briefings

The Portuguese government's PRR financed housing projects concentrated in coastal municipalities like Lisbon, Oeiras, and Matosinhos. While 32,641 housing units were officially recorded, the Commission for Follow-up of the PRR noted that most completed projects were rehabilitations rather than new constructions, driven by significant municipal degradation. The Ministry of Economy and Territorial Cohesion announced the figure on September 23, 2026, citing a need to simplify administration. However, the IHRU president warned the PRR cannot solve the housing crisis alone and highlighted that over 59,000 applications were submitted, exceeding the initial 26,000 target, requiring additional funding sources.
