Briefings
Portuguese government reduced the number of 'cavaleiros orçamentais' (non-essential budget items) in the 2026 State Budget proposal, aiming to simplify legislation and avoid parliamentary negotiation hurdles. While the Finance Minister Joaquim Miranda Sarmento defended this move as a step toward transparency, opposition parties like the PS argue it removes critical fiscal rules from the budget, potentially causing budget shortfalls. The budget's article count dropped from 287 in 2020 to 198 in 2024, but experts warn that specific tax and regulation changes remain in the budget despite the reduction in total items.
