Briefings
Portuguese municipal leaders are demanding state budget allocations for 2027 to match increased local competencies, specifically covering civil protection, education, social action, and health. The Vice-President of the National Association of Municipalities (ANMP), Flávio Massano, emphasized that the current budget must reflect these expanded responsibilities. The Association notes that while the new Local Finance Law is pending, the current fiscal framework must ensure stability and predictability for local authorities. Key concerns include the adequacy of transfers and the need to preserve existing rules during the legislative review process.
