Briefings
A Portuguese government proposal to eliminate rent caps and increase rental advance payments faces opposition from the PS and Chega, with three economists warning that such measures alone will not reduce rents. The PS suggests public guarantees managed by IHRU to cover arrears and damages, while the Chega aims to reduce eviction limits and offer tax deductions. Experts note that voluntary participation may favor riskier tenants, and the government's recent law on rent recovery remains undecided.
Key points
- The Portuguese government proposed eliminating rent caps and increasing rental advance payments, which the Chega opposes and the PS supports through public guarantees.
- Economists warn that voluntary guarantees may encourage riskier tenant behavior and do not automatically reduce rents, as seen in the 2021 German housing market.
Context
This briefing covers the debate over new rental laws in Portugal, where the government's proposal to remove rent limits and increase advance payments is being contested by opposition parties and economists. The discussion centers on whether public guarantees can effectively protect landlords without worsening market dynamics.
Limitations
Evidence is limited to a single article from October 2026, with no additional data on implementation timelines, specific financial figures, or long-term market impacts beyond the initial expert warnings.
