Briefings

The Portuguese Commission for the Professional Card of Journalists (CCPJ) announced the start of an internal restructuring to evolve into a Council for Journalism. The process is nearing completion, with a key change being the election of the president alongside a list, requiring legislative change to move away from a jurist-only selection. The CCPJ also expanded its competencies regarding Strategic Lawsuit Against Public Participation (SLAPP) processes, designating Portugal as a focal point for such cases pending directive implementation.

Key points

• The CCPJ is transitioning from a commission solely ensuring professional accreditation to a Council for Journalism, a body comprising journalists and civil society partners.
• The president of the CCPJ will be elected jointly with a list, requiring legislative amendment to shift from a jurist-only selection to a journalist-led leadership model.

Context

The CCPJ, designated by the Portuguese State as the focal point for SLAPP processes, is undergoing a major restructuring. The government publicly acknowledged the need for a new regulatory 'figurine' to advance journalism regulation, while the union and various media associations supported the initiative to move toward self-regulation.

Limitations

The evidence covers the announcement of the restructuring and the new president's election criteria. It does not specify the timeline for the Council's full operational launch, the exact legislative changes enacted, or the specific outcomes of the SLAPP process designation.
