Briefings
Portuguese business leaders at the ECO conference in Porto expressed disappointment that TAP Airlines chose Lufthansa as its industrial partner, preferring a full 100% sale to a single buyer. The government approved a 49.9% privatization to Lufthansa, with the remaining 50.1% slated for a second phase by 2028. While Lufthansa offered €1.201 billion for the 44.9% stake, the group also promised to increase TAP's fleet to 130 aircraft. The sale included a €118 million bonus for 5% of workers, and the first minister defended the move as necessary for market failures, though critics argue the state should not be an enterprise player.

The privatization decision was made by the Council of Ministers, with the first minister Luís Montenegro defending the move as necessary for market failures, though critics argue the state should not be an enterprise player.
Limitations
Evidence is limited to a single conference session at Fábrica 2030 in Porto, Portugal, in October 2026. Specific details about the 130 aircraft target, the exact 5% worker bonus amount, and the precise timeline for the second 50.1% sale phase are not fully detailed in the provided text.
