Briefings
Vermont's Clean Water Board invested nearly $1 billion in Lake Champlain cleanup projects between 2016 and 2025, yet an independent audit of these investments was never conducted as mandated by the 2015 Clean Water Act. The state's annual performance reports and external oversight have been deemed sufficient by some officials, but critics argue this lacks the depth required to verify cost-effectiveness and accountability. The audit was originally due in 2021, extended to 2023, and ultimately never awarded to an outside consultant.
Key points
- Vermont's Clean Water Board invested nearly $1 billion in Lake Champlain cleanup projects between 2016 and 2025, with the vast majority directed toward the lake.
- An independent audit of these investments was never conducted as mandated by the 2015 Clean Water Act, despite a 2019 state auditor report noting a funding mismatch between agricultural programs and phosphorus pollution sources.
