Briefings

A ProPublica analysis reveals the U.S. Department of Education's Office for Civil Rights drastically reduced its investigation scope under President Trump, launching an average of 100 new investigations monthly between 2025 and July 2026, compared to 310 monthly investigations in 2024 under the Biden administration. The OCR abandoned public-facing lists of schools and reasons for investigations, including claims of discrimination based on race, sex, and disability. ProPublica sued the department to obtain internal case data, which was subsequently released for public search.

Key points

• The Office for Civil Rights launched an average of 100 new investigations per month during the Trump administration, a significant decrease from the 310 monthly investigations launched in 2024 under the Biden administration.
• The OCR launched an average of 1,839 total investigations from Inauguration Day in 2025 through July 2026, representing a dramatic reduction in investigative activity compared to previous administrations.

Context

This finding matters because it highlights a major shift in how the U.S. Department of Education handles complaints of discrimination in schools and colleges, potentially affecting the ability of students and families to seek accountability for alleged misconduct.

Limitations

The evidence is limited to data from the first 18 months of Trump's return to power, with no additional background context or additional data sources provided. The analysis relies on internal case data obtained through a lawsuit, and the OCR has not yet decided on all filed complaints.
