Briefings
Nikhil Jathar, a CTO of AvanSaber, attended IEEE-USA's annual Congressional Visits Day in spring 2025 to advocate for federal STEM education funding and Department of Energy research. He learned that while engineers can approach representatives, they must clarify their specific requests to avoid being dismissed as lobbyists. Staffers noted that representatives have limited jurisdiction over specific issues, so advocates should focus on staff-level meetings to ensure their policy asks are heard. The visit highlighted the importance of preparing concise, non-jargon bullet points and one-page handouts for maximum impact.
Key points
- Nikhil Jathar, CTO of AvanSaber, attended IEEE-USA's annual Congressional Visits Day in spring 2025 to advocate for federal STEM education funding and Department of Energy research.
- Congressional staff indicated that representatives have limited jurisdiction over specific issues, so advocates should focus on staff-level meetings to ensure their policy requests are heard.
Context
IEEE-USA organizes congressional visits for its members, which can be subject to lobbying rules. The briefing explains that while engineers can approach representatives, they must clarify their specific requests to avoid being dismissed as lobbyists, and that staff often prefer meetings where people know what they want.
Limitations
Evidence covers only one visit in spring 2025 by Nikhil Jathar. It does not include data on other IEEE members' visits, long-term trends in congressional advocacy, or the outcomes of the specific policy requests made during the visit.
