Briefings
Two experts, Gonçalo Antunes and Rita Silva, warn that Portugal's new urban rental law fails to address the country's housing crisis. They note the law has passed in parliament but is currently under debate, while protests continue to pressure the government. Experts highlight that 31,792 housing units were completed under the previous PRR plan, yet only 12,000 are new ones, indicating a severe shortage. They argue the law disproportionately protects landlords and accelerates evictions, contradicting the government's stated goal of market security. The experts emphasize that without significant policy reversal, the housing crisis will persist and worsen, as evidenced by rising rents and property prices in major cities like Lisbon and Porto.
