Briefings
The Brazilian government launched the third phase of the Desenrola program, a public auction to purchase credit card debts from financial institutions. The Ministry of Finance estimated up to R$ 90 billion in eligible debts, with a maximum potential cost of R$ 9 billion if all are bought. The auction aims to favor low-income consumers and micro-enterprises, though the final discount rate depends on the auction outcome. Financial institutions have five days to submit their debt volumes to the government.
Key points
- The third phase of the Desenrola program is a public auction where the government purchases credit card debts from financial institutions to facilitate debt renegotiation for consumers.
- Financial institutions have five days to inform the government of the volume of debts they intend to offer for renegotiation in the first phase of the auction.
Context
The Desenrola 3.0 program was created by a measure signed by President Luiz Inácio Lula da Silva in September to buy old credit card debts for consumer debt renegotiation. The auction aims to structure disputes to favor low-income consumers and micro-enterprises, though the final discount rate depends on the auction outcome.
Limitations
The evidence covers the initial phase of the auction where financial institutions have five days to submit debt volumes. The final discount rate depends on the auction outcome and is not yet determined. The evidence does not include details on the specific debts eligible for purchase beyond the stated criteria.
