Briefings
Porto recorded nearly five times more new residential rental units than Lisbon in 2025, with 583 new units registered versus 124 in Lisbon. The total number of active units in Portugal fell to 111,857 from 118,000 the previous year, despite a 36% increase in rental income from 403 to 548 million euros between 2022 and 2025. The Porto and North Association for Local Housing argues that expansion beyond urban centers is possible and calls for a white paper by early 2027.
Key points
- Porto registered 583 new residential rental units in 2025, compared to 124 in Lisbon, marking nearly five times more growth in the Porto region.
- Total active residential rental units in Portugal decreased to 111,857 from 118,000 in the previous year, despite a 36% rise in rental income from 403 to 548 million euros between 2022 and 2025.
Context
Data from the Portuguese Tourism Agency, cited by Jornal de Notícias, shows Porto's AL growth outpaced Lisbon. The national platform removed inactive or non-compliant units, but the total active count still declined. Rental income grew significantly, with the Porto and North Association advocating for expansion beyond urban centers and requesting a white paper by early 2027.
Limitations
Data covers only 2025 and income growth from 2022-2025; preprint status noted; specific author names and exact white paper release dates not confirmed; city locations verified against source.
