Briefings

The Portuguese government created an 'orçamento-sombra' (shadow budget) for 2027 by excluding major economic policy proposals from the official budget, allowing a parliamentary debate on tax cuts and pension increases while deferring structural issues. This strategy was driven by a tight fiscal margin of approximately 100 million euros, forcing the government to prioritize immediate political concessions over long-term structural reforms. The Finance Minister, Joaquim Miranda Sarmento, justified this approach as a necessary compromise for a coalition government without an absolute majority, though economists warn it delays critical public investment needs.
