Briefings
This briefing outlines the argument for state-led long-term power planning as a solution to market volatility. Evidence indicates that while competitive wholesale markets function well for short-term dispatch, they fail to address long-term grid reliability and clean energy goals due to short price signals. Key facts include a projected 30-50% demand increase by 2050 and the PJM Interconnection's disarray. The core finding is that states can create hybrid markets through mandates and procurement to solve 'chicken-and-egg' problems like technology commercialization. The article notes that states like Illinois and Maryland have already adopted such planning acts, but the specific mechanisms and outcomes remain underdeveloped.
Key points
- State governments can create hybrid electricity markets by establishing system assessments, technology roadmaps, and procurement mandates to solve long-term grid reliability and clean energy goals.
- The PJM Interconnection faces disarray due to rising prices and constrained buildout, while New England markets are considering abandoning long-lead capacity markets entirely.
Context
The U.S. Energy Information Administration projects demand to rise 30% to 50% above 2025 levels by 2050, creating uncertainty for power markets. The PJM Interconnection, the largest power market in the U.S., is in disarray due to rising prices and constrained buildout. States are navigating this chaos to protect customers and industries while maintaining policy goals.
Limitations
Evidence covers state-level planning strategies and recent legislative actions but lacks specific data on implementation outcomes, cost impacts, or comparative effectiveness across different state contexts.
