Briefings

Portugal faces a severe housing crisis with a 82% increase in housing prices since 2010, driven by high demand and low supply. The median price for family homes rose 18.4% in the second quarter of 2025 to €2,445 per square meter. Key facts include 66% of Portuguese prioritizing housing intervention, 80% rejecting affordable housing options, and 26.9% of young Europeans living in overcrowded homes. The crisis is exacerbated by a 35% annual decline in new home construction between 2012-2013, leaving Portugal as one of the EU's lowest housing social ownership countries.
