Briefings
Portuguese government accelerated TAP privatization process by approving Lufthansa's 49.9% stake offer of €1.201 billion, with remaining 50.1% to be finalized in a second phase. The deal faces potential delays due to European Commission regulatory hurdles, specifically the DG-Comp committee, which could block the operation if excessive remedies are imposed. Key milestones include minister Pinto Luz's confirmation of the timeline for final approval by end of 2026, with a five-day notice period for investors. The process is distinct from previous failed attempts involving Air Europa and ITA Airways, where regulatory delays caused cancellations.
Key points
- The Portuguese government approved Lufthansa's €1.201 billion offer for 49.9% of TAP, marking the first major step in a privatization process that could conclude by early 2028.
- The second phase involves finalizing the remaining 50.1% stake at €1.351 billion, with the government seeking political consensus to avoid regulatory delays.
Context
TAP privatization is a critical infrastructure project in Portugal, with the government actively coordinating with German regulators to ensure swift approval. The process follows a structured two-phase approach, with the first phase now underway under the leadership of Prime Minister António Costa.
Limitations
The evidence covers only the initial approval phase and second phase details; specific regulatory outcomes remain uncertain. The DG-Comp committee's final decision is not confirmed, and the exact timeline for regulatory approval is subject to potential delays.
